On each turn in Okey you first draw one tile, then discard one tile, keeping your hand at fourteen tiles.

You may draw either the hidden tile on top of the pile or the face-up tile the previous player just discarded. After drawing, you decide which tile to throw away and place it face-up for the next player. Play passes in a fixed direction around the four seats. The starter begins with fifteen tiles and opens the hand with a discard. Repeating this draw-and-discard loop is how hands progress toward a finish.
